Can I send a link to users so they can view live video footage anytime they wish?
Not without giving them an account on the dashboard (info on restricting the access here):

Keep in mind that the streams originate from the camera too. So the number of people you can have looking at the footage at the same time is limited.
@Montana-Man The ONLY way to access MV footage is via the dashboard. You could always export footage to a video file and share it.
