Tablet not installing apps from Meraki

I have a Samsung Galaxy Tab 10.1 enrolled onto Meraki. For some reason, it doesn't want to install any apps from the Meraki list of added applications. It picks up the policies fine for system settings, background etc.


The tablet has been factory reset and removed from Meraki but the same thing occurs when its re-enrolled.


Screenshot below in Meraki says it doesn't have an Android Enterprise account:



If you compare it with another tablet in Meraki, the tablet has an Android enterprise account:




Oddly on the affected tablet, a notification comes up saying account action required but when you click the notification, nothing happens.


Does anyone have any ideas on how to rectify this?
