Can users access self service without logging in?

We've recently transitioned from JAMF to Meraki and have made some assumptions as to how Meraki might behave based on JAMF experience.  For instance; with JAMF each enrolled device can get the self service portal which is handy to give users the ability to force the install of an app or remove and re-install if there are issues.  Does the Meraki Self Service portal work the same way?  Is there a way to bypass forcing users to login as it is assumed if a device is enrolled it is in fact licensed and able to install the appropriate apps, etc..?
