Shared iPads - hidden apps

We are testing shared iPads on a school and mostly it works well. 

Though we have a problem. 

Some apps will not appear when we are going to assign them to a certain cart.

We have assigned 20 random apps, but four of them will not appear among the other apps.

Our mdm-system is Workspace one - Airtwatch

Is it anyone here who has som thoughts about why they won appear?
