One ipad will not move web clips into folder

I have a home screen layout setup with a folder that has a few apps in it and a couple web clips.  The web clips have installed on the device, but will NOT move into the folder I want them in.  This ipadhas the same tags as the other ipads with this folder and they all work fine.  I can change tags and the apps change, just these web clips will not move to the folder.  All ipads including this one are supervised.

Stupid issue, but it is just annoying my anal retentiveness.  Any ideas?

@Josh3 sometimes the order in which things are deployed isn't quite right. Usually turning the device off and back on will force it to confirm its profile settings with Meraki and it will fix itself.

I found the issue. The ipad was still on ios 10.x and when I saw this and updated to 11.4, the problem fixed itself. I should have seen this. Had an idiot moment.
