I'm new to Meraki and have a question about certificates in MDM settings.
The organisation has "MDM Network A" and "MDM Network B" and a single Apple MDM APNS certificate applied to both networks. Is it possible for individual network to have its own Apple MDM APNS certificate generated by two different Apple IDs instead of using the same certificate for the organisation?
From what I can see the answer is no, you would have to setup multiple organisations if you want to run different accounts for different users.
What are you trying to achieve exactly, can you give us more detail.

Network A and Network B are two networks under the same organisation. However, the two networks belong to two different child companies of the organisation.
Currently both networks use the same global certificate of the organisation and the system administrator wants to keep this certificate for Network A only and use a different Apple ID to get another certificate for network B.
Core MDM Settings such as certificates are done at the Organisation level. So in order to split these out you would need to create a new Organisation.
Networks should be thought of as areas of the same company.
