Complete hardware and software for remote health service delivery centers

I am new to Meraki. I want to find out if there is anyone with an idea on the correct hardware and software for setting up a health services organization with 30 remote centers or branches. I will be in great need of them. Thank you.

How many users per site?

How many wired and wireless devices per site?

WAN connectivity at each site?

PoE required?
