Why does MDM have the option to leave remote management?

I created a profile that I use to provision iOS devices and enroll them into MDM. I use this to do about 6 iOS devices. 2 of them are fine yet 3 of them have the option to leave remote management. Why is that? The 3 that have this option are iOS 12.4.5 because this is the highest iOS version they go up to. The ones that do work are on iOS 13.3

Here's a quick question I have for you.

 

We're these older iPads purchased through somewhere besides Apple and are the newer iPads purchased through Apple?

 

This sounds more like a DEP issue rather than a Meraki issue.
