Mandate location on System Manager?

Mandate location on System Manager?

I can push out the system manager app with my profiles, but I cannot mandate that location services be auto-enabled. They have to be manually enabled by the user. I asked Meraki engineers and they said that it required a mandatory activation from the end user. Anyone know a work around?

Apple considers location tracking the thing a user can decide (even if the device is company owned). There is no way of mandating it be on via SM.

As @jared_f has pointed out Apple like to give users their option to privacy. That is why Apple aren't often helpful to law departments wanting to unlock iOS devices without a court order and why the FBI had to use a company in Israel to hack a device.
