High Sierra Express Setup on first boot

I'm testing some machines on High Sierra, and noticed that because Apple collapsed the Location Services/Diagnostic permission/Siri screens into a new "Express Set Up" screen, a user is not presented with the Location Services dialog (which I want enabled during Setup Assistant).

 

This means that even though Location Services is not explicitly skipped when scoping settings, it skips this step because it doesn't "exist" where Meraki expects it. The work around for now has been to visit System Preferences to enable Location Services, but I noticed an option for "Onboarding screens." Anyone familiar with that option? Or run into this problem?

 

Ideally I'd like Meraki to update to recognize Express Set Up.

I am sure Meraki will be working on this, Apple has been known to often add / remove options as part of the setup process especially as new hardware and features are made.
