what happen if purchase ap meraki access point to customer but purchase for another customer what issue will face new customer
You should tell Meraki that it actually went to new customer, to ensure they get hardware support.
Are they in the same country? Should be fine.
Is one of them is in a sanctioned country - you just broke the law.

the old customer does not activate the license on the Meraki dashboard so I need to transfer from one domain to another domain.
If the licence is not activated yet you can simply claim it in the new org.
I tried it before with CISCO catalyst smart net and it's given me it's already linked with another so that i afraid this can repeated.
